About OnChain Sentinel (OCS Network)
The OCS Network is a sovereign Layer 2 App-Chain built to protect people from the systemic failures of today’s crypto infrastructure—namely, custodian risk and vulnerable APIs. Our mission is simple: safeguard sovereignty by ensuring every transaction is policy-governed, fraud-checked, and cryptographically proven by the network itself.

Richard Balia is a cybersecurity leadership official with 30 years of technical experience, including over 15 years leading cyber and information assurance efforts across the U.S. Department of Defense. Every step was preparation in building resilient systems and safeguarding lives.
2024–2025 · Experienced the sting of online dating scams and a major Coinbase breach. These incidents proved that policy enforcement must be native to the asset itself, requiring a radical solution.
2025 · Founded Ascension Ledger Sentinel LLC and launched OnChain Sentinel—not as an API, but as a sovereign L2 network. The mission is to ensure user-defined rules are cryptographically enforced as law.
