About OnChain Sentinel
OnChain Sentinel is a pre-loss fraud protection and investigative triage capability powered by the PGTAIL engine— a policy-governed execution and protection layer, not a wallet, exchange, or custodian. We move protection earlier in the decision cycle, and we close the loop: post-incident analysis informs prevention so the next user is defended before settlement. Sovereign, evidence-minded design can include protocol-native enforcement paths where deployment fits.
Prepared for This Mission
Richard Balia is a cybersecurity leadership official with 30 years of technical experience, including over 15 years leading cyber and information assurance efforts across the U.S. Department of Defense. Every step was preparation in building resilient systems and safeguarding lives.
2024–2025 · Experienced the sting of online dating scams and a major Coinbase breach. These incidents proved that policy enforcement must be native to the asset itself, requiring a radical solution.
2025 · Launched OnChain Sentinel under Sentinel Software LLC. The mission: user sovereignty with bounded, explainable safety — fail closed only where policy demands it.
2026 · Delivered four MVPs: Sovereign Foundation, Enterprise Guard, Prevention Production, and Full Production Shield. DHS pilot submission in preparation. Forensics production is the active development phase.
